2A FEE STUDY WORKSHOP – DISCUSSION AND DIRECTION TO STAFF
REGARDING COST OF SERVICES STUDY
Leisure and Cultural Services (Table 3)
Mr. Johnson said the market plays a larger role in setting
fees for leisure and cultural services. In most cases, RCS recommends
setting the fees at the current level. RCS is asking for Council direction.
As an example, Mr. Johnson said the fees for Adult Sports currently recover
approximately one-third of the actual cost. Staff has indicated that Adult
Sports would not take a fee increase and still keep the current service
level.
Mr. Johnson said cities throughout the State do not
typically recover costs for leisure and cultural services. If fees for these
programs are set to recoup 100% cost recovery, the program might die.
J. Henderson, Director of Community Services, said the City
does not charge less than other cities in the area.
Councilmember Herman said leisure and cultural services are
all about what this community is and Council should not disrupt these
programs.
Motion was made by Councilmember Hamlow and seconded by
Councilmember Herman to instruct staff to prepare a resolution that
implements the percent recovery for items shown in Table 3 (Leisure and
Cultural Services) on Page 48 of the Cost of Services Study. The motion
failed to carry 2-3 as follows: AYES: Hamlow, Herman; NOES: Mouw, Conway,
Clifford; ABSENT: None.
Motion was made by Councilmember Clifford and seconded by
Mayor Pro Tem Conway to instruct staff to prepare a resolution that
implements 100% recovery for items in Table 3 (Leisure and Cultural
Services) on Page 48 of the Cost of Services Study. The motion failed to
carry 2-3 as follows: AYES: Conway, Clifford; NOES: Mouw, Hamlow, Herman;
ABSENT:None.
Mayor Mouw said he voted in opposition to the first motion
because he is opposed to increasing rental costs for City-owned recreational
buildings.
At Mayor Pro Tem Conway’s inquiry, Mr. Henderson said the
buildings are currently booked for wedding receptions, etc.
At Councilmember Hamlow’s inquiry regarding Ballfield Usage,
Mr. Johnson said RCS has determined the usage of ballfields, including the
time that a ballfield is not rented but is available for use. The
maintenance cost for these ballfields has been allocated an appropriate
percentage based on usage. The overwhelming amount of ballfield usage is for
general walkons.
The biggest cost is for lights and that cost is not
recovered with the current fee schedule. The City is paying for electricity
to support general walk-ons, private leagues, travel leagues, Glendora High
School girls baseball and softball, etc.
NOTE: $169,000.00 is budgeted in 2003 for lights!
Motion was made by Mayor Mouw and seconded by Mayor Pro Tem
Conway to instruct staff to prepare a resolution that implements the
existing fee schedule for items in Table 3 (Leisure and Cultural Services)
on Page 48 of the Cost of Services Study, except that 100% cost recovery for
lights should be implemented.
Councilmember Hamlow said he would vote against the motion
if it includes youth leagues.
Councilmember Clifford said he would have supported
Councilmember Hamlow’s original motion if it had increased cost recovery for
Adult Sports from 33% to 75%.
Mayor Mouw withdrew his motion.
Mr. Johnson said a 75% cost recovery would increase the fee
for men’s softball from $335 per team to $750 per team. Mr. Henderson said
there would not be participation if fees were increased that much.
Councilmember Clifford suggested a 50% cost recovery for
Adult Sports.
Motion was made by Councilmember Hamlow and seconded by
Councilmember Herman to instruct staff to prepare a resolution that
implements the percent recovery for items shown in Table 3 (Leisure and
Cultural Services) on Page 48 of the Cost of Services Study,
subject to
increasing cost recovery for Adult Sports from 33% to 50% and subject to
implementing 100% cost recovery for lights. The motion carried 4-1 as
follows: AYES: Conway, Clifford, Hamlow, Herman; NOES: Mouw; ABSENT: None.
